The following types of enemies are vulnerable to EMPs: Turrets (take damage, not sure if can be shutdown or suffer lowered hacking defense). MECs (take damage, chance to be shutdown for 2 turns, and suffer lowered hacking defense). Sectopods (take damage, chance to be shutdown for 2 turns, and suffer lowered hacking defense).
